Question on proper setup of spf...should we be blocking softfails.  I have it set up to do that and usually I have no problem.  However I have had 2 instances recently where the softfail seems kind of wrong.

If you do a test of test@us.army.mil from 140.194.151.34 the test gets a softfail at http://www.openspf.org/why.html?sender=test@us.army.mil& ip=140.194.151.34&formwasused=1&debug=0

In reading the analysis they say the site is in transistion and should not be blocked however.  So what is the proper setup here?
