I have a user that is using a pop3 email server (Exchange SBE 2003) hosted on another site.  They have an email server (Exchange SBE 2003) on the local site that logs into the mailboxs on the remote site and retrieves thier messages using pop3 connector.  Each of the clients connects to this local server to retrieve thier messages.  Is there a way I can use spam filter ISP in this scenario?

If we understood correctly, emails from the internet addressed to your clients are being sent to the Exchange server on the remote site. If so, SpamFilter would have to be installed on the remote site, so that it processes emails *before* they reach the Exchange server.
