I have had this problem for several versions now, currently running http:// - SF3.1.3.605.

The number of files in the outgoing queue build up and must be flushed manually. If I go to the GUI and repeatedly click on 'flush" I can clear the queue directory.  I have tried setting the 'process queue' from 2min to 10 minutes and get the same buildup issue.  Anybody else have this issue? Have a resolution?

Dwight,

If you can zip us your SpamFilter's activity logfile we'll be glad to take a look. The files queue up (in theory... when there's no bugs) if your destination SMTP server rejects them or if it unavailable. Hopefully the logs will tell us more.
