What kind of priority does the SURBL filter get? When does it come into effect compared to other filters?

I put 58,000 entries on my keywords Filter to simulate this SURBL. it seems to be working, but haven't caught any spam yet.

chinabee,

there is a space between the TI and the D in the link where it word-wrapped. Please remove it and the link will work.
