Been using:

bl.spamcop.net
sbl.spamhaus.org
spam.dnsrbl.net

since the beginning with only a sigle match needed to reject. We are very happy with the results, however, we are a non-ISP company, this could be a problem for an ISP. Really this question is a mtter of opinion, and will be different from install to install. However you asked, and this is what we are using.

Just for S & G's, we use:
site1=sbl-xbl.spamhaus.org, true
site2=dnsbl.sorbs.net, true
site3=bl.spamcop.net, true
site4=dnsbl.njabl.org, true

And we ARE an ISP.
