Does anyone know configure sf to block /20 ip block?

Steve,

SpamFilter can't block IP addresses using CIDR or subnet masks. It can only block whole ranges of class Cs, Bs, and in theory As by using a .0 (i.e 192.168.123.0 to block 192.168.123.0/24).
