It was recomended in earlier releases than 1.12.122 -- is is now functional and safe to turn on????

The problem is not if it's functional or not... The feature always worked correctly by rejecting email with a null MAIL FROM. The issue is that some legitimate emails are sent with NULL mail froms. Examples are Postmaster/Sys Admin error messages, and Read/Delivery receipts. It is up to the admins to decide if they want to enable the feature, thus blocking more spam, but also legitimate email.
