It appears to me that the debug tab only show inbound connections? 
I need to troubleshoot an outbound connection that keeps giving read timeouts- what's the easiest way to see an entire outbound session?

Sorry, the debug view will only intercept incoming emails. For outgoing ones, you will need to use different tools, like packet capture utilities. Microsoft Network Monitor will work in this case, an even better choice is Ethereal.
